Place bottles with messages on them in the ocean or off the coast of the USA. Have a little present in the bottle with the message, say Ebola, Hanta virus, any one of a thousand toxic or infectious agents. Just imagine the terror that would generate.

During WWII the japanese did something similar with the west coast of the USA using hot air ballons and explosives, but only a few of them made it across the ocean…..
